Executive Director's Office

The Executive Director is the chief executive officer of the NCAA and is accountable to the Board of Directors for the NCAA's performance in achieving its strategic priorities and operational objectives whilst creating a culture of excellence within the NCAA. The Executive Director is also accountable for aviation safety and security oversight, ensuring regulation of air transport and service provision to all relevant stakeholders of the aviation industry in Namibia.

The Executive Director must set and ensure the effective execution of the business operations of the Authority with the aim to deliver the NCAA’s statutory mandate, ensure the sustainable growth of the Authority and promote communication with all interested parties on aviation safety and security.

Introducing
NCAA Executive Director

Ms. Toska Sem is the new Executive Director at Namibia Civil Aviation Authority. She is a holder of master’s degree in Business Administration (MBA) and the Executive Development Programme (EDP) from the University of Stellenbosch, South Africa and has obtained a Bachelor’s Degree in Economics from the University of Namibia.
